Role Purpose
The Engineering Manager (EM) is responsible for leading the engineering delivery of projects involving civil engineering disciplines, including overseeing the Civils Examination contracts for infrastructure clients. This role is pivotal in ensuring the safety, reliability, and longevity of the UK's infrastructure through meticulous inspection, examination, and reporting of structural assets.
The EM will serve as the primary technical authority, ensuring that all solutions meet contractual, regulatory, and technical standards. A key responsibility of the role is driving the adoption of sustainable engineering techniques that deliver efficiencies and technological advances. The EM will undertake tendering activities, promoting sustainable engineering practices across all disciplines.
Key Responsibilities
1. Engineering Leadership
- Provide technical leadership on civil engineering projects, focusing structures asset management.
- Integrate sustainable engineering solutions across the project lifecycle, with a particular emphasis on low-carbon technologies, energy-efficient methods, and resource minimisation.
- Liaise with clients, subcontractors, and stakeholders to ensure engineering objectives are aligned with technical requirements, sustainability goals, and regulatory standards.
- Mentor and guide the engineering team to ensure the delivery of high-quality, sustainable engineering solutions.
- Draft and deliver briefings and training events and carrying out associated competency assessments.
- Lead and manage a team of engineers and technical staff
2. Sustainable Engineering Solutions
- Champion the integration of sustainable engineering practices, ensuring the use of low-carbon materials, environmentally responsible techniques, and energy-efficient methods.
- Promote circular economy principles, waste minimisation, and environmental protection across all aspects of delivery.
- Develop and implement technology-based innovation systems and processes to realise efficiencies and standardised methods of working for asset management purposes.
- Develop and implement engineering processes and standards to ensure compliance with Network Rail and industry regulations.
- Drive the inclusion of sustainability considerations in tender submissions and project delivery methodologies.
3. Tendering & Pre-Construction Support
- Collaborate with the bid team to develop competitive, sustainable, and technically sound solutions for tenders.
- Contribute to the preparation of technical sections of tenders, including method statements, risk assessments and sustainability strategies.
- Identify risks during the bidding process and propose engineering solutions that support project objectives and sustainability targets.
- Engage with clients and stakeholders to clarify technical and sustainability requirements, ensuring the organisation’s engineering capabilities are well communicated.
4. Technical Assurance
- Ensure robust technical assurance processes are in place for project delivery, with an emphasis product accuracy to ensure a right first-time delivery method.
- Lead standards reviews, risk assessments, to identify opportunities for environmental and sustainability improvements.
- Ensure all activities comply with Network Rail standards, Railway Group standards, and relevant legislation.
- Ensure all engineering documentation, including method statements & work package plans competency management, are comprehensive, accurate, and aligned with sustainable practices.
- Perform the role of Contractors Engineering Manager (CEM) and Contractors Responsible Engineer (CRE) as project requires.
- Perform and lead audits and reviews to ensure continuous compliance and improvement.
5. Project Delivery
- Work closely with Contract Managers to ensure engineering deliverables are integrated into project schedules, budgets, and resource plans.
- Oversee the planning, execution, and delivery of civils examination projects, ensuring they are completed to the required quality standards.
- Coordinate with project stakeholders, including contractors, suppliers, and regulatory bodies, to ensure seamless project execution.
- Monitor project progress and performance, identifying and mitigating risks as necessary.
6. Compliance & Safety
- Ensure all engineering activities comply with safety, environmental, and regulatory standards.
- Support the development of safety documentation, such as Construction Phase Plans (CPPs) and Work Package Plans (WPP).
- Promote a strong safety and environmental culture across all teams, ensuring a commitment to compliance and continuous improvement.
- Communicate and audit compliance with HR, HSE and company policies and procedures.
7. Stakeholder Engagement
- Represent the organisation in technical discussions with clients, regulatory bodies, and third parties, advocating for sustainable engineering practices.
- Build and maintain strong relationships with key stakeholders to promote the company’s capabilities in delivering sustainable, low-carbon engineering solutions.
- Engage with local communities and stakeholders to identify opportunities for community benefit and environmental stewardship.
- Provide expert advice to clients, including developers, landowners, and local authorities, ensuring clear communication and understanding of ecological requirements.
8. Reporting & Documentation
- Prepare and present engineering reports, sustainability metrics, and technical documentation, ensuring all stakeholders are informed of project progress.
- Track and report on project sustainability outcomes, including carbon reductions, material reuse, and other environmental impacts.
- Maintain detailed records of competency management system, engineering changes, and compliance documentation to support audit requirements.
Key Skills & Qualifications
Essential:
- Bachelor’s degree in civil engineering or a related field; a Master's degree is preferred.
- Chartered Engineer (CEng) status with a recognised professional body (e.g., ICE).
- Extensive experience in civil engineering, with a focus on structures examinations and inspections.
- STE2 Reviewing Engineer
- STE6 Tunnel Engineer
- Level 3 Qualified Competence Trainer and Assessor.
- Proven track record of managing large-scale infrastructure projects within the rail industry.
- Strong leadership and team management skills.
- Excellent communication and stakeholder management abilities.
- In-depth knowledge of Network Rail standards and regulatory requirements.
- Experience with implementing and maintaining Competence Management Systems, delivering and overseeing assessments and training programmes to NR/L2/CIV/1000.
- Experience supporting tendering processes, including preparing technical submissions and identifying engineering solutions.
- Demonstrated commitment to implementing sustainable and environmentally responsible engineering practices.
- Excellent communication and leadership skills.
- Strong problem-solving and decision-making abilities.
Desirable:
- Experience in the construction, infrastructure, or geotechnical sectors.
- Knowledge of Health, Safety, Quality, and Environmental (HSQE) management systems.
